The stretch of the Arkansas River through Salida and Buena Vista is a managed state recreation area run jointly by Colorado Parks and Wildlife and federal agencies, with its own access points and rules.

The Arkansas River is the spine of Chaffee County, and the part you can float, fish, and picnic along is a managed place: the Arkansas Headwaters Recreation Area, or AHRA.
The AHRA is run as a partnership. Colorado Parks and Wildlife manages it together with the U.S. Bureau of Land Management and the U.S. Forest Service, which is why the boat ramps, riverside campsites, and day-use spots have signs and rules even though the water flows past many towns. In Chaffee County the recreation sites include places like Ruby Mountain, Hecla Junction, and Salida East, each a numbered access point on the river rather than just a pull-off.
Why this matters for a visitor or a new resident: river access here is organized. Parking, launching a raft, camping near the bank, and even where you can fish from are tied to designated sites and to the same pass and license rules CPW uses elsewhere. The river looks wild, but the access is structured, and that keeps a busy stretch of water working for everyone.
