The Arkansas River draws a lot of people to Fremont County, especially the rafting and kayaking runs near Cañon City and through the Royal Gorge. It is easy to picture the river as a wild, open place where anyone can put in anywhere. The reality is more organized than that.
A long stretch of the Arkansas is part of the Arkansas Headwaters Recreation Area, which is managed by Colorado Parks and Wildlife. That means the river has official launch sites, parking areas, and rules, the way a state park does.
