Fishing rules change from one Chaffee County water to the next
Beyond the main Arkansas River, Chaffee County's creeks, high lakes, and the South Arkansas can each carry their own fishing rules, so check the specific water before you cast.

The main Arkansas River gets most of the fishing attention in Chaffee County, but it is not the only water, and the rules are not one-size-fits-all. The county also holds the South Arkansas River near Salida, smaller creeks coming out of the Sawatch Range, and high mountain lakes tucked below the peaks. Each of these can carry its own fishing rules.
In Colorado, regulations are set water by water. One stretch may be catch-and-release with flies and lures only, while another a few miles away allows bait and a daily limit of trout. Bag limits, size limits, and even which species you may keep can change from a tailwater to a creek to a backcountry lake. A high lake in a wilderness area may also have its own access and camping rules layered on top. None of this is meant to trip you up; it is how the state matches the rules to what each fishery can handle.
The practical habit is simple: before you fish a new water here, look it up by name rather than assuming the Arkansas rules apply everywhere. A valid Colorado fishing license is the baseline, and the specific water tells you the rest.
