A lot of Huerfano County is open, unincorporated land — outside the limits of Walsenburg or La Veta. “Unincorporated” does not mean unregulated. It means the county, not a city, is the local government that handles zoning, land use, and building.

In the unincorporated county, the Land Use and Building department is the office to talk to about what you can build, where, and what permits and inspections are required. Whether a structure needs a permit, how setbacks work, and how a parcel is zoned are county questions out here. Inside a town like Walsenburg, which is a separate municipal government, the city’s own rules apply instead.

Why check this before you buy or build: an address alone does not tell you who makes the rules. The same kind of project can face different requirements depending on whether the land is in the county or inside a town’s limits. Confirming the jurisdiction first saves surprises later — on a cabin, an addition, a shop, or a manufactured home.
